It is an inside joke at full volume – meaningless to anyone who has not been in the building, immediately legible to anyone who has.

What size should I order? The unisex blank runs true to size. Order your usual t-shirt size, or one up if you want extra room through the body. Sizes S through 6XL with a consistent cut across the range.
